Approaching Ionia's Government or Ruling Class

I'm curious about Ionia's government, but it hasn't been fleshed out much and doesn't seem as interesting as the other countries' ruling classes. We have rumors of corruption from Jhin's lore, but Karma's character doesn't give us a lot of clues, and Irelia's lore isn't very insightful either.

For this reason, I'm extremely excited for Irelia's update; I anticipate Riot giving the whole Ionian region a good grounding point, just like when Galio's update hit.

(Demacia's lore got so wonderfully juicy, with Lux's inner struggle as one of the hated magic users, Vayne's dark nature and hatred, Nocturne and Evelynn's loose ties to the area, and Garen's family struggling with the emerging truth of Lux's nature. A huge contrast with the happy and perfect nation of justice that was the old Demacia.)

I'm also hoping that they also take that opportunity to give Akali and Kennen more context in Ionia, as an important task force not related to the Ionian government, but surely involved in some ways considering their involvement with Jhin. Those champs have virtually no lore lol.

I've pieced together that:

The Kinkou has a great amount of influence over Ionia's government. The Order of Shadows probably have a government sect, and them and the Kinkou are probably arguing for retaliation against the Noxians or not. There is another cabal other than those two who hired Jhin.

I always wanted to know more about fiddle, shaco, and nocturne . They aren't demons, they aren't voidlings, but instead are magical beings that thrive of negative emotions. There lore is basically the old summoners lore with the summoners removed. I would like to know where they are from, how they formed, why they exist, and how they are related.

For Ionia, I think there is local tribes governed by elders( bard lore, karma, varus, noxian invasions) and then in the big cities it is ruled by more powerful families. I am surprised that Ionia doesn't have an emperor.

Honestly Ionia is probably my least favorite region because it suffer too much from the asian land.

I've actually wondered about the Ionian government as well, especially after Jhin's lore mentioned that he was freed by some possibly corrupt part of their government. I also remember reading a few very similar theories that proposed that the cabal mentioned in Jhin's lore (the people who freed and hired him as their assassin) wanted the Kinkou out of the way, since their sole purpose is to maintain the balance, and so Jhin was brought to eliminate them. As an ex-Akali main, I would also appreciate some updated Kinkou lore or stories ^
