Full Metal Rammus should have a skin description (checks sundial) today.
Officer Vi will probably get updated along with all the other Officer, Riot, etc. skins. Eventually. Be patient for that one.

It's probably better to have some without descriptions than to try to say every single individual skin that doesn't fit with a particular alternate story is its own alternate story.
