For example would tahm be able to bargain with vel koz to take him to zilean. If tahm can make bargains with creatures from the void or aspects would he?

Perhaps, if the suffering would be worth it.
Remember, Tahm Kench feeds off the misery of those he makes a deal with. It's a question of whether Vel'Koz would have the capacity to feel misery.
He can make a deal with anyone dumb enough to accept.
