Why are some players so toxic?

So I hadnt played ranked in a week or so, and went on today. I get in a game, and we start off. Our gragas top lane begins to ping for help before he even hits level 2, and dies before level 3. Ensue rage in the chat. He starts flaming the jungler/team for help, says hes not going to his lane anymore, and starts to wander around the map giving the enemy kills and ruining lanes/cs for our team.

To top all of this off, the enemy ezreal seems to think this is hilarious, saying he'll honour gragas etc and we should stop complaining (When we asked them to report him) and finishes the game in true toxic style with a 'gg ez'

Why is it that these players get away with this so frequently, and yet reasonable players like myself occasionally get punished/flamed etc for asking other players to help report the toxic few. It makes league really unenjoyable sometimes.

You'll always have the 12 year old cry babies that don't know how to play the game and blame it on everyone else for what they did wrong.

You should play with friends or find some people to play with on the forums so you don't get these kind of children in your game.

everytime someone goes in all chat like "report xy pls" i respond with "im going to honor him". in the end i report the whole enemy team, the troll for ruining the game and his team for asking for reports WHICH IS AGAINST THE RULES

Riot doesn't care about Gragas ruining your game, all they care about is uttering the words "report" and if you got reported for it you would be chat banned.
