Dodging queue of rank/flex/normal

So a couple of minutes a go i had a troller in the game lobby (u know where u pick ur champ and all of that), he said "I want top" and he insta locks top(Fiora).I was mid so i lock in Karthus, than the guys who supposed to be top locks in and guess what Fiora started to flame him saying "No i go top", in this way we havent jungle so i take smite on Karthus and i decide to go jg(bad idea i know but better than nothing).We get in game and guess what Fiora starts to flame me for troll and flame and spam it all over the ALL CHAT saying that she is not trolling and i am.I said no and mutted her.The guy who was top i give him the mid lane and he Played anivia.We were losing so i decide to unmute fiora (she already feeded the enemy top laner) and guess what still spaming in ALL CHAT to anyone to report me Both teams take my part and said "No u are trolling u get on other role that isnt yours" and she said "Fuck u all i report u all for troll and flame". So the point why when i see something like this i can dodge without gettting any penalties?Why when someone insta locks something and says that he is going on other role i can dodge?Pls help me all i want this to end .IGN :Ioan and the Fiora "GoliatVictorious".Thanks for attetion and sorry for my bad English.

Because all queues will become much more toxic if everyone get free dodge and everyone's queue timer will go through the roof especially in higher ranking tier queues.

With the exception of promo series, first time dodge penalty is very light, 5 minutes for normal and 15 (i think) minutes + 3 LP loss for rank. That is a very light penalty for saving yourself from a toxic game. If you are on your promo, then....SOL.
