Anti-Troll?

I'm pretty sure after a while of playing League everyone will experience at least once a troll in one of their ranked games, I'm just wondering if Riot would add in a system to counteract that to prevent losing LP, like the /remake they did for DCs and AFKs. Maybe like add a voting system to target one of your teammates in which you have to get 8 out of the 10 people in the game to vote yes. In which then the target (the troll) will be suspended in their fountain for a x amount of time period before letting them go free. Since they're trolling, it's better for them to be in fountain instead of you know feeding the enemy team. Ofc they'll be those 3 to 4 man premades that would troll and won't be affected by the system.
