People can report you out of anger, and if you rack up enough reports due to people disagreeing with your playstyle, you WILL be banned. I was reported for asking for ganks, and when I was banned I didn't even have a chat log from that game. It was from previous games. nothing horrible was said in these games either, and noone was cussed at. It was simply sarcasm and passive aggressiveness.
How is it flawed if the reports are investigated and your actions are indeed found to be in violation of the rules?

You don't need to curse at anyone to a jerk or rude towards them. Also, if you believe that nothing horrible was said in those games, would you mind posting the chat logs you received so we can take a look at them?
If anything is busted with the system its that NOT ENOUGH people get punished, and there are too many alt account users that make it a less than efficient system. The people who do get banned or suspended obviously did something to deserve it. I mean the guy/gal who plays support singed with smite has gotten hundreds-thousands of reports and Riot investigated and decided it wasnt worth a ban so it is much more than just a simple get more reports=instaban numbers game like you were implying it is.
You also need to understand that sarcasm is literally impossible to detect in written format without actually saying it was sarcasm. Plus passive aggressiveness can be just as toxic and harmful as regular run of the mill aggressiveness and raging with just that chat log I can say I most likely would have reported you as well. In the future you should focus more on what you need to do, not spend so much time in the chat passively raging at hecarim.
