Banned for Flaming a Troll, I Look Today and Troll's Still Playing

My pbe account was banned for flaming a troll last night. I deserved it as I didn't hold back, but now I see him playing games today?? Why did I get banned for yelling at a troll when he didn't for trolling?? Something reviewed the game to ban me, does it really not check to see if people are inting down mid??

(context) He was mad lissandra won the One-For-All vote and went jungle liss. He didn't farm just ran around to lanes trolling and laughing, actually inting down mid a few times. He finished the 20 minute game with 5 cs. I called him mean names and deserve to be banned, but why didn't he get punished too? Just the cs amount alone should show he wasn't trying to win...

Do not concern yourself with others. Their behavior is their own, and only between them and Riot.

If you break the rules, you face the consequences. And flaming, no matter the circumstances, is against the Summoner's Code.

Riot doesn't have enough staff to provide human eyes to every report. Life isn't fair.

I know it's not the answer you want but it is the truth. Not every crime gets punished. (Unless you are religious, then the all knowing and all seeing will surely bring justice.)
