There is already a legacy border (which is really unnecessary in my opinion). They are just skins, and they aren't even that pretty, to be honest. Sure they are a nice memory but why should you really make any skin worth less depending on how you've got it.
Im guessing you just get a skin permanent that you can reroll or disenchant.
