yes the program for use the skins, only you see the skin the others dont see, not affect the game..

Third party programs are not acceptable.

Riot is pretty clear on modding their game in that way, it's bad.

MKLoL has other features than just custom skins, and those other features violate their rules. Even if you don't use the other features, running MKLoL will get you banned.
