So i was away all summer, and i come to the the text "you have been permanently banned" and Gave recent date ._., I don't know who can help me now, i had to change my stuff and i put around 250 bucks on league and I really would like assistance in recovering my account and getting unbanned.

They don't care about you. Riot cares about money. They appreciate your $250, but that's all. Riot could care less about why or how you where banned and will not give you your account back. Riot takes Free-Enterprise a little bit too far by creating game laws that you can't legally do anything about. In real government hate crimes exist (in league they call it "toxicity"). But in real life no matter how many hateful words you say you will never be sentenced to life in prison or sentenced to death, in League of Legends however they can and will with a permanent ban. They are trying to reduce "toxicity" but they aren't getting anywhere with it, it still exists and will always exist. Their permanent ban system is useless but they won't change it, even if they do we will never get our accounts back.
Depending on the reason your account was banned, your experience may differ. However, typically permanent suspensions are not lifted. As Sarutobi said, submitting a support ticket is the way to go here.

riot hasn't emailed me or sent any message to me about my account. I'm pissed man, Like they aren't going to help me because of what the kid said to get me banned and they probably don't care enough to look into it.
