How would it be abused?
Considering there aren't many players at high ELO, if they tried to abuse it then they wouldn't have anyone to play games with at all and would be screwing themselves.

They'd screw not only themselves over, but everyone else up there too because the other people couldn't match with them.

Not really, because they would have a bigger pool to pick from if they aren't abusing it as well. They would find games a lot faster than the abuser by a wide margin.
