Report feature that isn't in after game lobby or sending a ticket to Riot

I think there should be a post post-game lobby report feature because sometimes, like in my last game, when the game ends League will just shut itself off for some reason and not send me to the post-game lobby. I then have to re-log into the game and there's no way for me to send any kind of report to the people in that game that deserve it unless I go and send a support ticket to Riot which is a lot more hassle and most of the times doesn't amount to anything.

Maybe just limit this report feature to 1 per person and only people in your most recent game to prevent players from just spamming report on someone they don't like.
