Is typing ''?'' after you get a kill on someone reportable?
Lets just say i'm top i killed the opposing toplaner then i type ''?'' on all chat.

yes. It is common way to harass enemy.
How about you just spend money on the Blitzcrank "?" emote. That way, you can still be toxic after a kill but have no chance of getting banned since you paid for that one.
They should remove emotes, it triggers people to easily
