Well in my personal opinion they shouldn't perm ban over saying stuff in chat. They have mute, you get chat restrictions three times. Then a 14 day ban. Why dont they do a 14 day mute. Then a perm mute if it continues. I dont understand why hate needs to be spread even further, if you want to stop the hate. Silence it, dont ban it so they can make another one on a different proxy just to spite you and continue the toxic behavior. Like honestly Rito muting is the best solution to the toxic problem. You cant control your emotions ban permute. Problem solved. People stay on the account with all there stuff and a useless ban isnt in action. Make banning for the cheaters. Make the game better dont just push it away so it can come back stronger. Thats just my thoughts on this topic. Two accounts banned for just talking. Like honestly. Don't give the players such a huge aspect of player reporting. It ruins things so quickly. People report in the heat of the moment. They wont remember them 15 minutes later they will move on and enjoy the game. The game is toxic because of how compettitive it is. Having a anger problem isnt the matter, its just the instinct of who will win. Who cares how the act, you dont like it dont ban it. This isnt anarchy!

Riot already tried long term chat restrictions, most of the affected people turned to gameplay trolling.

This may sound good on paper but... it is not. Overwatch had the same idea for a while - they tried to mute any form of communication of a player instead of banning them. Guess what? When a toxic player can't be toxic in chat, they find other ways to let out their toxicity. Read: Griefing, Inting.

Riot already tried this and it doesn't work. Players will find other means to be toxic and Riot doesn't want to take that chance again. Once they're proven to be toxic verbally, then they're just as toxic in in-game. Riot given players enough with 4 chances. Should be more than enough to reform. Also, we need the chat to communicate, it's one of the most vital communications for Moba games. Just because you don't have self-control over your emotions doesn't mean we need to cut off communication.

Chat communication has always been the most vital way to improve the team gameplay. But this game takes patience and self-control. If people don't have these two things, then this game is certainly not for them. The chat isn't the problem. It's the players who join this game agreeing to a Term of Use they don't even read. That's the problem. If you can't communicate with your team without verbally abusing, then you shouldn't be typing at all. If you can't help yourself, then help the community by not playing and Riot doesn't want anyone like that here anyway. Hence the ban.

The thing is if it didn't work the first time why would it work this time around? Especially since people know about it they would just screw it all up and basically fake being nice just to get their old account back, then either make a new account to be toxic or go on another account to do their bad deeds.
