Valid permanent suspensions are not reversed, even if a player shows signs of reform on another account; that's just the punishment of your behavior(s). However, you're more than free to create a new account, level that up, and keep that in good standing!

Depends if it's a temporary ban/suspension or a permanent ban. If it's the former, then just wait it out then reform and you'll be fine. If it's the latter (and the ban was not made in error), then no. Time to create a new account or play something else.
