Unfairness found in current matchmaking system

Introduction: Hello, since all support does is pass the hot potato around and send people to boards because they are unable to deal with stuff that is on the ticket topics list anyway, here I am. According to them there is a bigger chance that the devs take notice on this matter wich after 6 years in the League I already know that the difference is between 0% on ticket and 0.0001% on boards.

Matter at hand: I have already complained in the last season, and to have it happen again is making my game experience to be really bad. What Happened: -Yesterday I had a really bad game experience with 2 premades that were very toxic and tried to throw the game by letting allies get killed on purpose. I reported them in the end of the game. -Today I caught the same premades, same attitude, same behaviour. Report them at the end again and spoke that I had caught them yesterday and they did the exact same after game ended. -Right after the game previously mentioned I caught them once again! This time they knew since I said it in post game chat last game and griefed, refused to gank me and my premades lane, helped only his premade lane, was overall toxic.

If I report a player, is because I had a bad game experience with them, and if so placing him on a match with him again, will be prejudicial not only to me but to the rest of the players that had nothing to do with it.

Possible solution (there are more, but you're the ones paid to think on how to solve the problem, but since I am a nice guy I will throw in my idea, feel free to use it I won't charge you for it): I suggest you adjust matchmaking to make people not get matched with people they reported, by doing so you will also be penalizing players that have bad game behaviour becasue they will have longer queue time to wait for someone that has not reported them yet.

If they know of the longer queue times, they would hopely start improving the behaviour and become much healthier to the community. Same queue, simply when finding other players you only check on the player pool that hasn't reported that player.And I honeslty believe it would not bring more negativity, instead they would behave better if they see it is taking too long to find a match due to their behaviour.

And since any player can change their behaviour and reform, after a "month"(or a time you see fit) that the player was reported they could be queued with the said reporter again.So that improving their behaviour would let them get matched faster again due to a larger player pool.
