Global Unban
With the occasion of the big updates for the preseason, why wouldn't you unban the permanently restricted accounts, giving the players a second chance.

Because those players were banned for toxic behavior, and reinviting a bunch of players with a history of toxicity wouldn't really be a good preseason experience for those NOT punished for behavioral reasons.
I say we should give it a shot for a global unban at least for most accounts. Preseason is usually there for testing new stuff and is always unbalanced. Why not give permanently banned accounts another go and actually see how much of them are actually reformed? League is a very frustrating game at times as well. I think they did it before when League was still a very new game and it didn't turn out well but, whats to say it won't this time?
Why would they do that?
OH my god we just made the biggest change since league started, lets unban all the toxic players so they can have fun again :)
