Is this worthy of a permanent ban?

Hello! My friend was recently warranted a permanent ban (he has only been punished once before), and he showed me the dialogue that supposedly got him banned. Now, I'm not biased or anything but don't you think getting PERMANENTLY banned for the following dialogue below is just a little absurd?

If you want some context, he told me that in game 1 he was in an argument with both a troll (an Udyr) and a toxic player (a Zed). In game 2, there was an intentionally feeding Vayne but that was about it.

Would this be considered "immensely toxic" -- and does it deserve a permanent ban?

Did he get banned before, because the ban system works like this.

1st offense: 10 game chat restrict 2nd offense 25 game chat restrict 3rd offense or first big offense(racism/hate speech) 14 day ban 4th offense Perma ban.

So there are 2 routes in which you can get permabanned.

Route one: get banned 4 times without realizing that you should stop flaming. Route two: get banned 2 times with one being an extreme case of flaming.

Seems worthy of a punishment.

If he had a prior 2 week ban, then a permanent ban is the next step.

If he recently got hit with a 14 day ban (after like March of last year give or take) then I agree w/ the ban. He hard flamed his teammates, while he didn't curse all that much or use vulgar language it was still a lot of flaming. Introduce your buddy to the mute button.
