Some previously ineligible for chests players are now eligible?

So basically speaking, my friend and I were both ineligible when the Hextech feature first came out but now lately he started being able to get chest so I tried to get on and check if I can as well but it turns out that I can't.

I apologize if this has already been discussed and/or Riot already explained the matter but if not then can someone kindly tell me about this or direct me to a post where they already explained this?

Update:Apparently some other person who was previously chat restricted can get chests

Congrats !! you're friend has reformed according to the system.

Curious to know, when was his most recent punishment and what was it?

I guess the same question can be asked for you as well.

Your friend is the 1st one I have ever heard of who started out ineligible and now is. When was his punishment? 5-6 months ago? Ik mine was 3 and im still locked out ><

My chat restriction for 10 games was on 3/3/2016 while my friend's chat restriction was 3/1/2016

So basically speaking he was only 2 days before me and he has been getting chests for about 3-4 days now so it just doesn't make sense seeing how it was the same restriction as well.

He does play MUCH more than I do but he is by no means nicer than me.

And as for his games, he's played somewhere inbetween 110-120 games from the game where he got chat restricted to the point where he started getting chests, it's hard to pinpoint for sure since he also said he just noticed that he had been getting chests and has no idea on what exact game he has started getting chests on.
