it been long time and I understand I did wrong and I'm asking to pleas eunban my account I wont be mean ot be toxic if u can please unban me now

Riot allows for second chances through the making of a new account. They do not unban accounts as a form of second chance.
As redniwediS and Humpelstilzche mentioned, unfortunately Riot does not reverse permanent suspensions on the basis of reform. Accounts are only permanently suspended after excessive negativity and toxicity; this is the punishment for that behavior and is not dependent on your temperaments at this time. You are, however, allowed to create a new account, but beyond that, there's not much that can or will be done. Sorry about that!
If it's a temporary ban, it will end when the 14 days are over. If it's a permanent ban I have bad news for you: Permanent bans for toxicity are NEVER lifted, no matter how sorry you are or how much you have changed. After the permaban it's simply too late for that.
Additionally: If you are REALLY sorry, why don't you accept your punishment? How sorry can you actually be if you want to avoid the punishment that you know you deserved? If you are truly sorry, accept the consequences of what you did and move on.
