Chat restricted but not actually toxic? (tilted though for sure)

A little background: played a ranked game as adc, support was toxic from the start. constantly spam pinged me and wouldn't do ever engage when i did Typical bot lane stuff, but he wasn't the problem. Had a Yorick in top lane who gave up 12 minutes in and sat in base and just kept on flaming me nonstop. At 15 min in, I refused to ff because I wanted to win, and we could have if Yorick did not sit in base for almost 8 minutes. But I said no to surrender and a minute and a half later (not five) game ended. I will copy paste the chat log that was supposedly toxic in this post. Can someone please clarify why I got a restriction?

Telling someone to uninstall, calling someone a horrible person, using a surrender vote as a way to intentionally keep players in a game they want out of, and telling people to 'stfu' is textbook toxicity.

You told your teammates to stfu, you asked for reports, and you accused other players of being toxic. Small things like that are considered punishable by the IFS.
