Can't escape low priority queue?

For quite some time I had to play on an unreliable computer which caused many of my games to crash. Due to that I was flagged for leaving and given wait times before my matches. While I didn't feel I deserved that it's understandable so I just waited. However, after waiting I would be kicked from matchmaking and when I tried to rejoin it would reset my time. This has happened consistently after multiple uninstalls/reinstalls. Months later after finally having access to a more reliable computer I'm still getting 20 minute waits to play games. I am essentially unable to join matches as I am caught in an endless loop of waits and boots. I would love some help.
