Idea for dealing with a champion select issue aka "hostages"

The new position preference feature has helped to cut down on "hostages" ruining the game before it even begins. However, it still occurs and I feel as if there is a tool that can be used to complement the preference feature in the draft modes. What if on every players name there is a "!" that you can press and then be given a couple check marks to pick like "Hostage Behavior" and/or "Not willing to cooperate." Like a surrender vote, only if there are 4 team members doing this, then group will be disbanded without taking damages like LP loss. As for the "hostage" player, that player will get a minor delay in queue and after various offenses lose LP and/or temporarily banned.

Notes: • Clearly, I am favoring implementation in the ranked queues as I find the "hostage" problems to be most detrimental there. But, I see no reason why it won't help out normal draft. • This might need to be disabled in 4 person queues to avoid a teams just kicking the 5th player. (I don't know much on 4 person queue behavior so might be worth an experimental period)

This seems like a good idea, but it also seems easy to abuse. I can see people using it if someone wants to play an off-meta champ or something. I've had teams lose their shit after I hovered Orianna support, for example.

What if he will have a pre-made? the ban will be null and while I understand that this is kind of a good idea it will just reduce the number and not destroy it completely but still I guess if worked a little this could be a very good idea like...if he is pre-made his friend can't vote for him and it will be a best out of 3. But then there is flex, how would the problem be solved there? Still Riot should really think about solving this problem SOMEHOW since it is one of the most annoying things and is happening so often.

Too much room for abuse.

"Need tank! No tank! GG!" "Why (insert champion) it sucks!" "Take (insert summoner spell) or we lose!" (Doesn't apply to jg, obviously, but ADC's who don't take heal, Supports who don't take exhaust, top laners who don't take TP will usually suffer this at least once)

And that doesn't include the power it bestows upon pre-made teams who will then proceed to bully players with it, defeating the purpose of using it altogether.

The champion select report button can be easily abused by anyone. It can be used as a "free dodge" for all persons when the team composition doesn't look good. Say your team is illaoi top, pantheon jung, azir mid, miss fortune support, and kog maw adc. if four people can collectively agree to report a scapegoat (who did not exhibit hostage behavior) then the penalties will still apply.

Also, the line between "hostage" behavior and playing an off-meta/unpopular champion is a grey one. This could effectively be a ban on less popular champions like teemo, urgot, morde, yasuo, etc. There are just some champs that no one wants to see on their team.

There is already an option in place for when hostage behavior is exhibited- you can dodge. The first time on any given day will not result in LP loss.

Theoretically, if at least one of the 4 other people in the lobby dodges every time the person holds everyone else hostage then he won't play a game until he runs into players in their promos who cannot dodge. The frustration of having to do champion select over and over may be a deterrent on its own.

I suggested something like this a long time ago myself, people shot it down for the same reasons you see here. I feel like if you could only use the ! Button once or twice a day, even if the vote fails, then it would be less easily abused, but if there is even the slightest whiff of a possibility of abuse, riot won't implement it, because people will definitely abuse it.

Good but for one thing. No penalty for the remake. Just treat it like a AFK for the ready check and every one gets dropped out of Q and has to reQ up. set it so that the vote must be before all bans are locked in.
