Why I got 14 day banned instead of chat restricted

Hello! My name is Resident Horse. Recently, I have been banned on League for 14 days. I am not here to discuss whether I deserved to have action taken against my account: I know I did. My only question is this: why did I get 14-day banned before getting chat restricted? I have never been toxic in the past, and I just recently started having trouble ignoring people. I know I was pretty toxic in chat for a few games, but since I have never had any previous problems in the past, doesn't this mean I should just be chat restricted since this is my first offense? I didn't say anything terrible (kys, go die, etc.), I was just generally toxic and told them they were bad at the game. Once again, I understand why action was taken, I just don't understand why I immediately got banned instead of getting a chat restriction. Here are the logs. Thanks for your time.
