Usually, permanete bans are well FOREVER.
What that idiot did can't be forgotten and nowhere close to forgiven. He destroyed the personal rights of a person and shouldn't be allowed here anymore. Even after years he never stated his behaviour was wrong or anything.
People who don't know him:
He posted nude pics from his (ex)girlfriend on facebook for everyone because she played Lee sin (he hates lee sin) and he thought he was in the right.

Actually XJ9 indirectly helped a lot the community with his innovative Carry Jungler Style... Pretty sad that he's still banned from both Twitch and LoL after so many years...
