Will they ever fix the bot issue?

Literally almost every single game that i join against bots have 1-3 bots in the character select menu, and if you leave so that it wont negatively effect your win/loss ratio, you get a temp ban for it... im just sick of all this bot's feeding bots bullshit.

from a detection stand point, no.

botters will always find new ways to get around riot's detections, and riot can only play catch up.

Riot does ban them in waves so that it is harder for the botters to know what has been detected.

Riot's solution to bots is to try and get players to level 30 faster, as the bots drop off sharply (completely?) at level 30.

In reality, Riot needs to have a way to undercut the botters, making it not profitable for them. Right now the bots do the hard work of grinding to level 30 and getting some IP, then the person buying the account gets to have an the fun on their brand new smurf account instead of spending hours getting to 30 themselves.

Riot's working on it, but it's difficult, since the bots keep evolving, and there are many times more bot programmers than Riot's behavior team has. Furthermore, just about any number of false positives here would be unacceptable: how do you ban away all possible bots with zero real players getting caught up in it?

I'm curious how you know they're bots when you're still in champ select. I wouldn't assume anyone who is silent in Coop select is a bot: I usually am myself. Unless I'm jungling I don't really care what lane I get in Coop, so I'll spend my time fiddling with masteries for the new champ I'm playing Coop to try to learn. I further assume that in champ select, bots act just like I do, saying nothing, picking some champ after a few seconds and waiting to start the game.

Honestly though, while I still report them in-game (please do, it's part of how Riot actually finds new ones so they can restrict them more), I like playing coop with 1-2 bots on my team. I find it makes for a much more fun and challenging game.

Sooner or later, the bots will be well-enough scripted that even in-game you won't be able to tell the difference. At that point, unless I'm working for Riot, eh MFA: https://xkcd.com/810/

Even if there's a sure-fire way to identify bots and instant ban them, it's still not going to get rid of the problem as botters can generate infinite amount of accounts to bot with.

Not profiting is not enough (as we all know, there are ppl who enjoy making others suffer and botting is one way to do it), there has to be a way to actually hurt the botters in order to be even close to ridding this problem. This is why even now I still believe making account generation cost a teeny bit of $ (gameplay remains free) will help a lot, as it did for other online games. Unfortunately doing so completely alters the nature of this free to play game and is unlikely to be considered.

When you reach 30 there are no more bots. Whoever is boting sells the account after it levels up.

First of all... why are you playing against bots, and then complaining... try doing PVP and dealing with bots on your team, then you have something to bitch about...
