Reform Cards

Why is a permanently suspended player shown a "Reform Card"? I don't think that it should be called the same thing as the reform cards that are for temporary bans or chat restrictions, because it implies that it allows a player to reform from bad behavior, but you have no chance of showing reform if you are permanently banned. I understand that its simply just a name for a quick message, however, it seems a bit misleading.
