No, and there is no real solution to pick ban trolling because there is legitimate utility in banning someone's pick preference beyond merely seeking to make them angry, as stated above.

It's not bannable and really shouldn't be, if you're last pick and you say you want to play some OP champ and you're either red side or the first pick doesn't have that champ then it's completely reasonable for someone to ban it.
