I was permanently banned for being a toxic player in chat. I don't deny that I was but I'd like to make it up some how. I never got any previous warnings for my toxicity in game and I feel like the instant perma ban was unwarranted because of the fact that my flame was almost always going to friends of mine. I was just wondering if there is any possible way for me to make up my toxic behavior.

Jo0o1 votesThe 10-game chat restriction, 25-game chat restriction, and two-week ban were the warnings. After the two-week ban, I'm pretty sure part of the reform card says "You're gone if you mess up again", or something to that effect.

I'm confident that there were warnings, unless what you said or did was EXTREMELY BAD.
Things like "kys" is an incredibly high level, but even then I don't believe it is instant perma-ban worthy on it's own.
However, it is worth noting that Riot is able to identify things like IP address that can tell them if there has been other accounts accessing their servers from that location and have shown similar behavior in the past.
This can impact the rate at which Riot accelerates their punishment, and they are fully within their rights to do so.

Usually it's the teammates who flame him first but he doesn't deserve a permanent ban, maybe a shorter ban but not a permanent one or some warnings about the toxicity so he knows not to do it again. ... He literally just said that he uses racial and homophobic slurs, .. then you say he is "really never toxic at all"
He even says that he uses these slurs towards his friends, and you claim to be his friend, so he is probably using these slurs towards YOU!
Granted, if you guys are friends you probably understand that he is joking, but to do this over a chat feature that is visible to others can still be just as offensive to them as well.
I'm sorry, but I honestly see no reason for Riot to reverse or reduce his restriction.
You are correct, he should use this as a wake up call, but that kind of behavior is not something Riot is going to tolerate.
As I said in my previous comment, Riot can detect IP addresses, however they very VERY rarely will block an IP address.
While I usually do not encourage anyone to simply create a new account, if he would like to do so, he should be able to start over.
However, again as I said before, if he shows the same behavior, they may decide to come down harder on him.
