Summoners Banning Other Summoners Hover Picks

So I believe if you hover a champion, your team should not be able to ban it. They do it on purpose and for some reason it isn't a bannable offense? These are trolls and we need to weed them out of our community. I just want to know why they can get away with it when they are obviously ruining the gaming experience for someone who wants to play a certain champ. Anyone have a logical explanation as of why the League developers haven't felt the need to counteract this type of trolling?

Because, how is one to prove it was done with the intent to troll someone else? People can ban whoever they want, whether ot be for strategic reasons or personal. Some picks are highly contested and some decide to try the new champ released in ranked. Sometimes people just don't pay attention.

Is it annoying? Yes. Should it be punishable? No. Would I like some small notification saying "Attention: An ally would like this champion. Confirm ban?"? Sure, sounds reasonable.

It is indeed reportable and should be so. I m not saying that you will get anywhere with said report, but you can always hit the report button. I am sure that if someone were to get reported enough times for it, riot would act.

its really crappy to do but sometimes the team comp may be better because a champ counters your team comp overall?

I have a certain champion I ban every game because I DON'T WANT TO SEE THEM. I don't even check if someone hovers them, I just ban it. Not everyone does it to troll, some people just hate certain champions.
