Chat Restriction is dumb.

On 3rd Chat resriction this time for 25 games. So I know that I am a toxic player and deserve chat restriction I don't doubt that at all, however I will be in games where other players are the ones who start the tilting cycle by being negative, sarcastic, or ping spam. I hate that I can get hit with the chat restriction so easily but the players I am in game with; I will never get an instant feedback or notification that these other toxic players that do their best to get the entire team pissed off get hit with any repercussion. It makes me feel that I should just give up on the game.

"I will never get an instant feedback or notification" You're not supposed to and it is not indicative of what happens to others. At this point, I'm wondering if the notification should just be removed for the one of many reasons that people keep misunderstanding it (and likely, this statement regarding it as well).

We're stopping right here. Players are responsible for what they do in this system, they are not responsible for what others do.

You would think it unfair if YOU got a chat restriction or a temp ban because of something that THEY typed, right?

Chat restriction isn't dumb, just toxic players are. It's like slapping a douchebag in the face telling the individual to have more respect for one another then continues to be an asshole. In this case, you won't have to worry about getting slapped someone because the internet is a safeguard for you and your insecurities. Instead, there are other consequences to face. If you're toxic, you're not welcome here.

Period.

Best non-judgemental advice I can give you is don't worry about it. I've heard LS talking about how after your first punishment it's easier to get subsequent punishments but that might just be his theory. Anyway, focus on you. You can't get restricted if you don't talk shit, and from my experience getting the IFS notification only feels good for a few minutes, then you feel shitty for getting someone punished just because they're like you and can't help themselves from flaming.
