You'll be able to earn loot when you've reformed. It's unknown how long it'll take. It can you days or months depending on your behavior. However, a Rioter has stated that they're working on a way for players who need to reform to know what they need to do to reform.
So yes, you CAN reform it'll just take time and that time is unknown as it depends on your actions.
