A friend of mine got permaed after receiving no chat restrictions prior, and the only game on the report card is to be seen down below.

I would like to ask riot if they could clarify the ban because the support system only gives automated answers. Is there anyway to contact a Rioter for more clarity?

First, "KYS" is NEVER considered a joke. It's something which is included in the zero-tolerance box for a reason. There are real people on the receiving end of such comments; they have real lives.

Your friend needs to contact them through a support ticket directly. Player support will not disclose the info about his/her account to you.
Note: I don't think the ban is undeserved due to the contents of the chat, but that's how to reach Riot to talk about it.
"kys" means "kill yourself" and is treated with zero-tolerance by Riot. Kids play this game, and nobody should be encouraged to commit suicide over a video game.
I mean, they said "kys" Twice. Unlikely they had not had a 14 day prior. You skip chat restrictions for things like that. Did he have a 14 day in the past few months?
Unless the response came from "Blitzcrank Bot" (and it will be obviously from that bot), the answers you're getting from support aren't automated. As far as I know they aren't using Blitz Bot for player behavior related tickets yet, but that may have changed, and if you reply to that you get a real person. Keep in mind that saying the same thing does not mean that they aren't real people - sometimes they are saying the same thing because that's what needs said.
I doubt your friend did not have a 14 day ban prior to this. Telling someone to kill themselves is not appropriate and will always result in an escalated punishment - i.e. if they had a 14 day ban prior, this would certainly get them a permanent ban.
You said KYS not once, but twice. thread number 1000000002 of some naive kid throwing around slurs and showing toxic behavior, and then playing dumb in the forum: "I don't know what I did wrong, why am i banned, cry cry cry whine"
I'm glad Riot is now very strict on that, and I'm glad to see how often the ban hammer comes down. The community is better off without you.
