stupid report

ok once again some idiotic stuff happened I was in a game with an Alistar who got mad that I wanted to jungle and was generally rude to me for pretty much the whole game I muted him early on but he wasnt done he followed me around for over half the game purposfully stealing my jungle camps and wasting his summoner spells. of course, I said some stuff to him asking him to stop being dumb and play the game. he continued to follow me around and steal all my camps so of course i reported him after the game was over. here is the ridiculous part I got a 9 game chat restriction for calling him dumb and he got nothing for greifing the game wasting his summoners harrasing me and stealing all my camps. this happens to me quite often where the person who is actually doing something wrong gets nothing and the person who was just irritated gets a penalty. I just dont understand how riot thinks its fair that someone should get a penalty for being rude to someone who is greifing but the person who was greifing gets no penalty. I have clips of what the kid did to me in the game to prove it all but I'm not sure how to add them to this if you know how to please let me know thanks.
