Someone got into my account and bought himself a 1350 skin....how do RIOT will punish him e.e

Ok yesterday as i was watching some youtube videos,a friend of mine asked me why i dont answer his messages in game...And i told him i am not online.When i logged in,i realised i lost 1350 RP.I checked payment and Gifting history,and i found out a very smart person,actually gifted to himself Pool Party Fiora using my money.I've sent a request at League of Legends support,but i dont know if it will help me.Its not about the refund,i just want that person to get punished with a ban or such,because if he stole from me,maybe he can steal from others.So,is there any way for me to actually "propose" a punishment to Riot Games for him/her?
