Team of 4 that were all on voice + me solo q'd pushed into enemy base then they starting pinging back. One of them told me that if I attempted to win that they will all report me. They sat in jungle telling the team where I was and that they would not help me. This went on from about 24 mins until about 47 mins. I was not able to do anything as the enemy team sat in their base farming minions.
Report them and move on. False reports happen often and if it is proven to be false, then you won't get punished. If it is proven to be true, then you will get punished.
If they punish you for an nonpunishable action, then that's bad on riot's part. If they don't punish them on the actions you described, then that's bad on riot's part as well.
Lol did they just want to drag it on and still win or were they just trying to make you lose? Wtf was their point of telling you not to win it?

this actually happened to me about 5 months ago
for the first 20 minutes of the game, they dominated, all of them getting over 10 kills and 0 deaths, getting all the inner and outer turrets. They got one inhib and destroyed the nexus turrets, then backed. they tried to surrender, 3/4 of them saying yes. they told me "if you surrender we'll gift you a skin, if you dont, you'll have to end the game yourself." then all of them afk'd. enemy team pushed, and i was the only one left defending. i lost that game.
Getting dynamic trolled sucks. Looking forward to season 7 and less boosted people and troll groups.
