Why isn't there a permanent chat ban feature?

Since a lot of the toxicity that is punished is typically the rage / harassment kind, instead of the griefing / feeding kind, why are half the punishments bans from playing the game?

Because back in the day, you used to be able to stack up over 1000 games of chat restrictions and it did absolutely nothing.

Simple answer: No chat instigates toxicity through trolling instead, which is really hard to catch.

I mean half of raging is at people who are trolling and have never been punished in there life? IE: dunkey. SO i mean thats a pretty half-ass answer in my life.

... I'd like you to try and tell me a legitimate way to separate trollers from bad players and punish fairly that can be done without expending insane human resources.
