Blocking Unwanted PLayers
What's the purpose in blocking a player, if we still get teamed with them in ranked play? It can get irritating receiving the same toxic player in my group causing losses.

There was an incident in Overwatch with that very system. Everyone kept avoiding a Widdowmaker not because he was a troll, but because he was too good. As such, it was taking longer and longer for him to find a game.
Essentially, the system you're proposing and its uses won't work.
