Guy trolls because I banned a champion he wanted to play, went on to troll me in jungle by picking nunu and following me about. Can he get banned for this or not?

Ofcourse the person can report the person after the game for the suitable reason :) enjoy ur day
No, bc riot only punishes ppl who have a reason to rage at trolls lke him, not the trolsl themselves...
