why is this a thing, i maybe decline a few times a year. and i get a 5 min every time.
just a few min ago, we i got though my champ select, locked in, then went to get a drink. i come back to a 5 min penalty because someone bailed out and it put me right back into rotation. this has happened a few times, its super annoying, asinine, and unfair. what the heck RITO.

Subdue1 votesWhen someone leaves champ select and you get put back in rotation, there's another ready check. Missing that ready check does not give you a penalty, you just have to queue up again when you're ready.

He said things, but it doesn't work the way he suggests. If someone else is the one who leaves the game, you go back into the queue, but there's another ready check, and if you don't hit ready, you're not penalized.

He didn't "repeatedly deny ready checks." He says he denies ready checks "A few times a year."

I questioned one little part of what he said, also few times a year can happen consecutively in one day for example. And if it happens in one day, or in one week, then you will get punished for it.

You're just arguing for the sake of arguing. The only way what you're suggesting makes any sense is if you disregard everything he says, from the frequency of his declining, to the frequency with which he's punished for it, to the circumstances of his specific anecdotal story today, which would result in EXACTLY 1 decline.
