Can We Stop the Trolls?

I am sure that this topic has been brought up many different times on the boards here so I apologize if I am just creating an echo here but there has to be some sort of system to cut down on the amount of trolls in the game. Just a few moments ago I volunteered to dodge a game during champion select because one of the players decides to ban a champion that another person was going to play and then followed up with comments about how they were just there to troll and all that. I can understand it is hard to determine who is a troll before a game begins as a lot of times they do not come out right away but for instances like these there has to be some way to have some kind of reporting system before the game starts so that the rest of the players do not have to go a whole 20+ minutes with someone who is intending to just troll around. Perhaps if someone during champion select does something like this a reporting/voting system can be established so that a team can choose to forfeit the champion select and return to queue without being punished for leaving the game while the person in violation can be blocked from entering queue for a certain amount of time. It may not eliminate trolls completely but it would at least give the other players who actually want to do well a fair chance. I believe this will make the overall experience better for everyone.
