3 years? really? in 3 years you could have made another account, level up to 30 and have like i dont know 30 champions or more

Unfortunately for you, permanent bans are never lifted, except in the case of system errors, which I can hazard a guess wasn't the case here.

Currently I believe there is no system for lifted past bans.

I think Riot tried it once or twice but it never stayed.

If you wanted you could try to catch the attention of someone in player support, but you are better off just making a new account.
