How does an average Joe player get permanently banned for trying to remove a toxic player out of the game. But a summoner who litterally said "Who taught N-words to read" and calling people coon coolaid chuggers get a 2 week ban.

Average Joe's don't get permanently banned.

Punishment in League of Legends works on a tiered system. Generally speaking, people escalate in this system each time they're issued a punishment:
If you are extremely inflammatory, use hate speech, tell someone to kill themselves, etc. you may skip punishment tiers. If you play actively without punishment for about 3 months or so (give or take, again, depends more on activity than time), you may drop down a tier (i.e. if you last had a 10 game chat restriction you may get another one next punishment if it's been a while).
For this reason, someone that only uses inflammatory language once in a game (player A) may be escalated directly to a 14 day suspension, but another player in the same game who flames player A back, and just got off of a 14 day suspension themselves, they may be permanently suspended. The system is designed for people to either change their attitude in the game completely, or they will continue getting punished until one actually sticks that makes them change.
kind of seems unfair that people who try to clean up the rift gets banned ya know.
