If it's a 2-week ban you'll get unbanned when it's finished.

If it's a permaban you should have realized you needed to change your behavior after getting a 10-have chat restriction, 25-game chat restriction, and 14-day ban. You didn't think those were handed out for fun, did you?

He didn't actually break the rules though. He shouldn't have gotten the ban in the first place. It wasn't unbanning, it was undoing a mistake they made.

Riot will lift a permanent ban only if there was some error on their own end. If your permanent ban was rightfully deserved, then it will not be lifted and you will not get your account back.

Riot won't unban any account that was banned properly. If an account was banned in error, then they will of course lift the ban, to not do so would be silly.

By the way, if you read the league of legends terms and conditions you'll know you can't get your money back and to sue would be useless, assuming you could find any lawyer idiotic enough to actually take up the case.
