I've talked to a Live chat Riot Support member and this is what he told me. This does not mean, go get every banned account and submit tickets for it. If you are truly reformed, you can talk with the support team but if you are clearly not and you are just acting reformed to get your account back, well good luck.

I was under the impression that this was always the case. There was simply a miniscule chance of actual success, due to how hard it is to actually get perma'd in this game.

It makes sense. If someone has an account thats been banned for years, but their current one is honor 5, let them have the original back.

Otherwise streamers get special treatment for a much harsher punishment (permanent ID bans being lifted).
