How is this player not banned?

Alright guys- Here's the Scoop About 2 months ago my account was hacked. Why would anyone hack a league account no idea. The bastards deleted my friend list. Also since champion capsules don't offer skins and I have 200k blue essence I didn't see the need to open them. So since Level 30 I have saved every champion capsule. They opened all of them....all 70 of them. After deleting my friends list he decided to add his personal friends to the conversation. In these conversations they talk about hacking my account, how I will be returning soon and laughing about the whole ordeal. So when I log onto my account and see that he changed my name, opened all my capsules I start to investigate. I look at my friends list and see a person I've never talked to before and start reading their conversation. So the next time he is online I pretend to be the hacker and get more information out of him... It was really hard talking like an infant but he didn't catch on. He admitted to using a scripting service, using throw away hacked accounts and gave me his email address thinking I (the hacker) was going to send him a subscription to Hanbot. I posted all this to Riot and over the past month have been asking for updates... They seem to not care about the whole thing. The loser is still online playing games after admitting to using an illegal service. Please make this page popular so Riot can actually do something. I didn't list his account name or email.
