The punishment levels for are based on severity and frequency, not just one or the other. That's why you see lots of red replies to those permabanned posts of people claiming one game and then the red post stating they had a repeated offense and the OP never saying another word again.
It's like stabbing someone with a knife and getting caught doing it and wondering why you are going to jail and having a trial while the person who ran a red light got a fine they can pay by mail even though it was the first you stabbed someone and the car's first time running a red light.
If your actions were in a more severe category, you are going to get a more severe punishment.
You don't get free chances to be toxic to the community.
If you got a 14 day ban as your first punishment, that means your behavior was pretty bad.
