Riot you have got to start punishing trolls. They continue to troll the games because they know they will never get punished. The new system does not catch troll behavior at all. Reporting does nothing. I just got out of a game with a player that did nothing but follow me around all game caused one of our players to rage quit, but the other 2 players left the game to quickly to have reported so since i'm the only one who reported nothing will happen to this troll. And he knows nothing will happen to him or he wouldn't behave like that.

Game rules don't say anything about following your team mates. System works as intended. in fact a team work is commendable, you should honor your player.

One report is equal to any number of reports from the same game. Whether it's 1x or 9x reports, Riot reviews the game the report stemmed from, not the individual reports. If that player continues to leave games, they absolutely will be punished. If yours was the only game they quit then yeah, most likely they will not receive any punishment. Number of reports in a single game does not matter in any way. Number of reports over several games does matter.
