explain to me why I can't report this guy in pregame

Plunkton is my silver 1 smurf, that I'm trying to get gold. This is the SECOND time I've had to dodge in a row because of these trolls. The biggest thing is THERE IS NOTHING I CAN DO ABOUT IT. There is NO REASON that I should not be able to report this guy for trolling me.

Can someone explain to me why exactly I GOT TARGETED for this action I WAS NOT INVOLVED IN AT ALL?!?!?!?!?!?!?

Because he didnt break any rules. He hovered over Zed, you guys banned it. He banned one of your intended picks. Player is allowed to ban any champ he wants regardless if teammates hovered it. Thats why we dont have report option for pre game. Players like u would abuse it to report others when they dont break rules.

But Riot stated that player is allowed to ban any champion they want. So maybe he "deserves" in your opinion, but according to rules he is fine.

You realize you are just as toxic as he is to an outside observer? Though, in fairness, I think neither of you should be reported.
